Community-led social protection
rooted in Mozambican reality

Social protection is ASADEC's founding cause. Since our creation in 1999, we have worked to ensure the most vulnerable people in Mozambique — elderly citizens, people with disabilities, single-parent households, and destitute families — access their rights and the safety nets the state provides.

Our approach combines community mobilization, rights advocacy, and partnership with national institutions like INAS (National Institute for Social Action). We don't do charity in isolation — we build lasting capacity in communities to claim what belongs to them by law.

Perhaps our most enduring contribution: Law 3/2014 on the Protection of the Rights of Elderly People. ASADEC led the community campaign that shaped this landmark legislation, and continues operationalizing those rights on the ground.

Establish and strengthen Community Social Protection Committees — grassroots structures that identify vulnerabilities and channel voices to authorities.

Monitor PSSB & national programs

Community-led monitoring of Mozambique's Basic Social Subsidy Program and other social protection instruments — improving transparency and delivery quality.

Elderly rights advocacy

Advocate for the effective implementation of Law 3/2014 — from documentation to policy dialogue with national and provincial authorities.

Support access to rights

Help vulnerable families and elderly people navigate the national social protection system — from documentation to enrollment in state programs.

Training in social rights

Capacitate community members, local leaders, and beneficiaries in social rights, citizenship, and how to claim what belongs to them under national law.

Age-inclusive emergency response

Ensure elderly people are prioritized in humanitarian responses to floods, cyclones and other emergencies affecting Sofala — coordinating with the INGD Social Protection Cluster.
