Community-led monitoring of public schools in Sofala Province, Mozambique — in partnership with MEPT and funded by the European Union.
MSNE — National Education System Policy Monitoring is an education accountability program strengthening community participation across Mozambique's public school system. Together with the Movement for Education for All (MEPT) and funded by the European Union, ASADEC empowers school councils, provincial authorities, and rural communities to demand quality education for every child.
The program directly addresses systemic gaps identified in Mozambique's rural schools: unpaid teachers, stalled construction projects, schools without sanitation facilities, and weak parent-school engagement. Through participatory community monitoring, MSNE turns these gaps into actionable advocacy at district, provincial, and national levels.
In its first year (2025), the program has visited 5 schools in Gorongosa and Maríngue districts, trained 80 participants — including school council members, provincial and national assembly representatives — and produced documented evidence used in policy advocacy.

Between August 12 and 13, 2026, our ASADEC/MEPT team visited 5 rural schools across Gorongosa and Maríngue districts. Here's what we saw and did.
Over two intensive days, our team visited primary schools in Baramanza, Bunga, Maparira, Nhamacoma and Muanza. We spoke with school directors, council members, teachers, parents, and provincial authorities — building a ground-truth report of Sofala's rural education reality.
